Coalition of Oak Ridge Retired Employees (CORRE) Board of Directors Meeting
November 19, 2025, 10:00 A.M.
Attendees: Angelelli, Chilcoat, Franco, Gibson, Green, Harding, Hightower, Jessen, Kibbe, McRae, McSpadden, Petrie, Riggs, Shelton, Wasilko, Whitehead, and future Board members: Payne, Lomax, and Hanline.
Call to order at 10:01 A.M.– Whitehead
Approval of October Minutes – Riggs, approved as amended; one nay.
Approval of October Treasurer Report –Petrie, approved.
Authorization of BOD Expenditures/Reimbursements, approved.
Contractor Contact Team Reports
a. CNS –Wasilko reported nothing new; Gibson reported CNS, UCOR, and UT-Battelle were exhibitors at the Annual Meeting; he added no action is being taken on any stiped increase for 2026.
b. Simmons and Golden Security LLC – Burton (recuperating) nothing new to report.
c. UCOR – Riggs reminded everyone it is time for Open Enrollment, be sure to check your offerings, prices are increasing. Ken Reuter, President and CEO, UCOR, has announced his retirement March 2026. Gibson reported on K-25 Reunion to expand efforts toward a Hootenanny atmosphere for the last Saturday of April 2026, to expand sponsorships among the Health Care Companies, and to include retirees from all three Oak Ridge Sites.
d. UT Battelle – Hightower, nothing new to report. Gibson reported at the annual meeting they basically exchanged pleasantries, noting administrative expenses reported on their 5500 have become lower recently.
Committee Reports
a. Planning – Gibson reported on Y-12 Stipend; government shutdown; his introduction of Erik Olds, OREM Manager, to Stephanie Strickland, UCOR; UT-Battelle’s administration costs have decreased. He reported no CPI data since 10/24. Bureau of Labor Statistics is catching up on overdue data releases after the government shutdown. Medicare Part B for those without modified adjusted gross income adjustments (most people) increasing from $185 per month to $202.90 per month in January 2026.
b. Nominations – Franco, nothing new to report; Franco will. Send new members home addresses to Hightower for his report.
c. Communications – McSpadden reported on testing of bulk emails and could not get information out in the fall; his additional efforts included some members sending emails to get information out. He mentioned health care companies and new ideas to sponsor possible donations and new ways to communicate; he is working to send out the Fall newsletter and will mention the Radiation Exposure Compensation Act (RECA); Kibbe has sent the Annual Meeting photos to McSpadden for the newsletter.
d. Website – nothing new to report.
e. Other DOE Sites – Jessen; Gibson reported Kansas City hourly and Nevada guard union were found to have negotiated increased pensions as of certain termination dates but only for those hired before 2012- - Apparently not retroactive to those already retired. Their benefit is a flat dollar amount multiplied by length of service, independent of compensation. Only two plans in the complex are believed to have that type of primary benefit formula.
f. Governmental Relations – Cox and Wasilko will speak with Fleischmann’s staffer, Howell, and follow up with Fleischmann; news of the letter has been signed and sent to the Secretary of Energy; Beck not confirmed yet. Discussion turned to strategic possibilities of ad-writing campaigns etc., discussions with the Chairman of Energy Communities Alliance; several names were mentioned of potential contacts; Wasilko asked that we rethink how we communicate and look to all vehicles to communicate, more than just emails, think Press Releases, TV News Stations, Community News, Community Calendars, etc.,
g. Annual Meeting – McRae looking for other possible locations for next year. He spoke of the New Hope Center and how well the Annual Meeting worked there.
h. Pension Fund Analysis – Gibson reported nothing new that has not been covered elsewhere.
i. Bylaws – Review of Clayton communication and target revisions move to January; bylaws changes look to a 2025 Brochure of “contributing members” and active/contributing members Draft. Franco will get with Shelton.
j. Executive Committee – Whitehead has nothing new to report.
Other Business – Whitehead
a. 2025 CORRE Board Annual Work Plan Status – Whitehead updated on email and added new members to committee assignments.
b. Draft 2026 CORRE Board Committee Organization – Whitehead will send out the 2026 Draft version, track changes version from 2025 and will send Work plan out in December for January start-up.
