Coalition of Oak Ridge Retired Employees (CORRE) Board Meeting
October 15, 2025
Attendees: Franco, Gibson, Green, Hightower, Kibbe, Livengood, McSpadden, Petrie, Riggs, Shelton, Wasilko, Whitehead, Whitley. (Terry Payne, 2026 proposed Board Member)
Call to Order by Whitehead (10:03 a.m.)
CORRE Board Meeting Minutes of August 20 and September 17 approved – Riggs
September Treasurer Report Approved – Petrie; Whitehead asked if any Board of Director Expenditures needed to be approved and Petrie said no.
Contractor Contact Team Reports
CNS – Wasilko reported on the CORRE/Y-12 Benefits meeting; Gibson noted a letter sent from Alight to Retirees/surviving spouses; Y-12 confirmed the CORRE brochure is included in potential retiree packages; Whitehead has sent Y-12 the 9/28/2025 version of the CORRE Brochure.
Simmons and Golden – Nothing new to report.
UCOR – UCOR reports a table needed for the November 7 Annual Meeting; Gibson reported on the K-25 Reunion Committee meeting and Jennifer Lee would like space on the Annual Meeting Agenda to announce the 2026 K-25 Reunion. Whitehead will add to agenda around Q&A timeframe. Riggs reported it is Open Enrollment time and be sure to check your insurance pricing.
UT-Battelle – Nothing new to report.
Committee and Task Team Reports
Planning – Gibson reported the Bureau of Labor Statistics update was delayed until October 24.
Nominations—Franco said everything is done; we await voting at the Annual Meeting.
Communications – McSpadden reported Windows 10 is no longer being supported by Microsoft and almost all his programs are in Windows 10; he and Terry Byrd will work together for a solution; a new Bulk email provider may be out due to Windows 10 as well; the website is in a state of flux, form to update contact information is not there and several parts of the web are becoming outdated.

Other DOE Sites – Gibson reported no increase for the SRS Health Care Reimbursement; PNL will begin pre-65ers moving to 100 percent of costs. He noted stipends UCOR $232-$236/month, ORNL 65+ Drug Plan $102-$108/month, ORNL RHRA $66-$70/month, and Y-12 static at $150/month
Government Relations – Wasilko and Cox will work with Howell on Fleischmann’s staff. Teresa Robbins is the new Assistant EM Manager reporting to Erik Olds; Mary Helen Hitson is the Y-12 Site Manager and Susan Morris is Deputy to Hitson.
Annual Meeting – Whitehead has scheduled a DRY RUN for October 28 at the New Hope Center at 10 a.m.; he has sent the invitations for the Annual Meeting to the new Board Members; Hightower sent invitations to DOE Contractors and Legislators. McRae is making assignments for the Annual Meeting and updates will be sent via email. Whitehead is working with Vanessa Chandler on streaming the meeting via Web-Ex and has sent emails to current Board members to join via Web-Ex during the DRY RUN..
Pension Fund Analysis – Gibson reported no response on FOIA request for info removed from DOE Congressional budget request justification for contractor pension and other post-retirement benefits. Form 5500s have been filed and posted online. For single employer plans, reported funding status is still based on Funded Target Attainment Percentage based on actuarial assumptions at beginning of plan year, not the newly defined percentage of plan liabilities funded at end of year from Annual Funding Notices.
By-Laws – Shelton is trying to confirm By-Laws interpretation matches Clayton’s Independent Financial Review Report for potential changes.
Executive Committee – Nothing new to report.
Other Business – Discussion centered on the Annual Work Plan, Tickets for Door Prizes and three $50 cash giveaways for the Annual Meeting; as a pseudo timing test for the Annual Meeting, we had begun an annual review summary at 10:45 a.m. and when we finished it was 11:47 a.m.
