CORRE BOARD MEETING

05/15/2019 

Attendees: Angelelli, Gibson, Haynes, Hightower, Honeycutt, Johnson, Kibbe, Mason, McGrory, McRae, Morrow, Petrie, Peterson, Tilley, Whitehead, Wilcher 

  • Minutes – Approved. 
  • Treasurer’s Report – Approved. 
  • CNS – No report.
    • TBD comment on AON report (Whitehead). 
  • Golden – Johnson.
    • Meeting with Golden SVCS LLC, including Owner & President Mike Golden.
      • He seemed to be unaware of 50/50 cost split for retiree healthcare premiums, but said he would look into it.
      • They later reported to us their cost split: Under 65: 25/75. Over 65: 50/50.
    • Excerpts from the April 9, 2019 Letter to Employees and retirees entitled: Retiree Over Age 65 Dependent Coverage
  • “I am happy to inform you that Golden SVCS, LLC has received approval to continue to offer benefit coverage options for retirees. Existing guidance … is provided below:”
    • “Retirees under the age of 65 may choose to elect medical, dental, and vision groups coverages for themselves and their qualified dependents until the retiree reaches age 65.”
    • “Retirees who reach age 65 are no longer eligible for coverage under the United Health Care Plan and therefore, their dependents are no longer eligible.”
    • “Retirees who reach age 65 and become ineligible under the United Healthcare Plan may choose to elect coverage through the Humana Plan; however, enrollment in the Humana Plan is limited to the retiree only.”
    • “Dependents of retirees are not eligible for group coverage provided under pension survivor benefits once the retiree is deceased.”
    • Later on a paragraph states: “It is important to remember, once a retiree declines coverage under the offered plans the retiree or their eligible dependents are no longer afforded the option to participate. Retirees 0ver age 65 participating in the Humana Plan with dependents covered by the UHC group plans on or before 31 December 2018, may continue on their respective plans until coverage is declined or the dependent becomes ineligible under the terms of the respective plan
  • Communications:
    • Golden SVCS, LLC Contract is to manage existing benefit plans.
  • NSPS is accused by Golden SVCS, LLC of having made these changes under their contract, yet never informing the employees or retirees and dragging their feet on implementing the changes before handing over the contract management to Golden SVCS, LLC.
  • We asked for number of retirees by zip and address.
  • They would not tell us the number of people involved.
  • They were very guarded in their responses.
  • We asked for their DOE contracting officer, and it is Jason Dozier (reports to Kenneth Tarcza, the DOE Manager for Oak Ridge).
  • There may be 50-100 people affected, but we are unsure of this number.
  • Question from Mason: Do other contracts have the same flexibility as Golden’s contract?
    • We need to look at all the contracts.
    • Wilcher: There are no guarantees for retirees regarding benefits. We need to educate retirees regarding benefits and we are not doing this.
  • UCOR – Peterson.
    • We have received the funding letter.
    • 2070 grandfathered employees.
    • Employees 417-355. Retirees 1231-1316.
    • There will be a meeting on May 20.
    • Hightower: We represent 14,800 retirees.
    • Discussion of 1.2/1.4 multiplier ensued. 
  • UT – Battelle – No report.
    • Contract expires in March. 
  • Website Committee – Honeycutt.
    • Contact page now working.
    • Small Orange does host our website. 
  • Communications Committee – Kibbe.
    • Contact spreadsheet developed.
    • Question regarding how to find out the buildings people worked in. 
  • By-Laws Revision Vote (Quorum Present).
    • Revisions approved by unanimous voice vote.
    • We should put the current version on the website. 
  • Planning Committee & Pension Fund Analysis Committee – Gibson.
    • Question regarding most crucial items to be worked will be dealt with outside of Board meeting.
    • Question regarding retirees from other prime contractors.
    • Pension funding notices letters are out.
      • Discussion ensued. 
  • Other Sites – Morrow.
    • Report of SR contract.
    • 6 congressmen signed letter to SRNS regarding pension funding help.
    • 300 attended SR retirees’ annual meeting. 

 Other Business.

    • Table additional prime contractor consideration.
    • Open house invites for June 19, 1:00-4:00, at union hall.
    • Question regarding what we are going to do.
      • Need moderator/note taker.
      • Discussion ensued.
      • Decision made to call a planning committee meeting on June 12, 2019 to work out the details.
